Although Sweden is an EU member state and the standard EU Transfer of Residence framework applies, meaning goods owned for at least six months and imported within 12 months of establishing Swedish residence qualify for duty-free import, the Tullverket enforces these rules with its own administrative processes and documentation requirements.

The Tullverket's primary requirement for Transfer of Residence is a detailed goods inventory (varuforteckning) listing every item by description, quantity and second-hand value, together with proof of Swedish residence and evidence of prior non-Swedish residence.

Swedish MOMS at 25% is equal to Denmark's rate and the highest in the EU. The financial exposure on a failed Transfer of Residence is therefore £15,000 on a £60,000 declared household, the highest potential liability in the EU among the countries in this series.

The Tullverket's inventory scrutiny reflects this: itemised inventories for Swedish customs clearance must be detailed and accurate. The Tullverket has the authority to open and inspect shipments where the inventory appears incomplete or inconsistent with the declared value. Personnummer, Samordningsnummer and Folkbokföring: Sweden's Residency Registration System

Sweden's Personnummer (personal identity number) is the most centralised personal identification system of any country in this series. Issued by the Skatteverket (Swedish Tax Agency) upon Folkbokföring (population register) registration, the Personnummer is required for opening a Swedish bank account, registering with a healthcare provider (Vårdcentral), signing a lease, accessing public services and filing a Transfer of Residence customs declaration with the Tullverket.

The Personnummer is a 10-digit number in the format YYYYMMDD-XXXX and is the single most important administrative step in a UK-to-Sweden relocation. Without a Personnummer, new Swedish residents cannot open a bank account (no Swedish bank will open an account without it), cannot register with a doctor, cannot access the BankID digital identification system that underpins virtually all Swedish online services, and cannot complete certain Swedish government digital processes related to residency and customs.

The Personnummer is obtained from the Skatteverket by submitting proof of Swedish residence (rental contract or property deed) and registering in the Folkbokföring (the National Population Register). Processing time is typically 1–3 weeks after application.

For British nationals who cannot immediately obtain a Personnummer, for example, those arriving before a long-term rental or property purchase is finalised, the Skatteverket issues a Samordningsnummer (coordination number) as a temporary administrative identifier.

The Samordningsnummer functions as a Personnummer substitute for most official purposes, including some banking and customs processes, but does not confer full residency registration status.
