The Certificado de Bagagem is issued by the Portuguese Consulate in London, and its role in the Portuguese customs clearance process for Transfer of Residence moves is more prominent than the equivalent consular documents in France, Germany or Italy. All removals from the UK to Portugal since Brexit require formal customs clearance with the Portuguese AT (Autoridade Tributária e Aduaneira). Portuguese IVA (Imposto sobre o Valor Acrescentado, equivalent to VAT) is 23% on mainland Portugal, higher than France (20%), Germany (19%), Netherlands (21%), Luxembourg (17%) and Austria (20%), and equal to Italy. The Certificado de Bagagem, issued by the Portuguese Consulate in London, is Portugal's country-specific Transfer of Residence documentation requirement.
The Certificado de Bagagem is Portugal's unique approach to Transfer of Residence documentation. While other EU countries use internally-filed declarations (France's Cerfa 10070*01, Germany's Form 0350, Italy's Dichiarazione di Libero Ingresso), Portugal requires that the mover obtain a certificate from the Portuguese Consulate in the UK confirming they are a Portuguese resident transferring their baggage (i.e., household goods) from the UK to Portugal. The Certificado de Bagagem serves as documentary evidence for the AT that the goods qualify for duty-free and IVA-free import.
It is applied for at the Portuguese Consulate General in London by submitting proof of Portuguese residence (NIF registration, lease or property deed), a completed application form, and passport copy. Processing time is typically 5–15 working days, and the Certificado must be obtained before the shipment departs the UK.
The NIF (Número de Identificação Fiscal), Portugal's personal tax identification number, is required to apply for the Certificado de Bagagem and for virtually every administrative step of relocating to Portugal: opening a Portuguese bank account, signing a rental or purchase contract, registering with the Portuguese health service (SNS), applying for a D7 or D8 visa, and completing Portuguese customs clearance.
The NIF can be obtained from the Portuguese Consulate in London, from a Portuguese Finanças office after arrival, or via a fiscal representative service if you have not yet established Portuguese residence. The Atestado de Residência, Portugal's municipal residency certificate, is issued by the local Junta de Freguesia (parish council) and confirms that you are established as a resident at the Portuguese address. It may be requested by the AT alongside the Certificado de Bagagem as supplementary proof of Portuguese residence. Portuguese IVA at 23% on mainland Portugal means a failed Transfer of Residence application on a £60,000 declared household results in an IVA liability of £13,800.
Note that the IVA rate differs by territory: Madeira applies a reduced IVA rate of 22%, and the Azores apply 18%. For moves to Madeira (which also involves sea freight, addressed below), the lower Madeira IVA rate is a meaningful financial consideration.

The city's growing tech and startup ecosystem, centred on the Startup Lisboa, Second Home Lisboa and the Web Summit's annual hosting position, draws British tech and media professionals.
The Portuguese D7 Passive Income Visa (commonly called the D7 Visa) and the D8 Digital Nomad Visa are both highly popular with British nationals, allowing relocation to Portugal on the basis of remote income from UK or other sources.
