Italy presents a set of logistical challenges that are genuinely unique among European removals destinations. Every other country in this series, France, Germany, Austria, Denmark, is primarily a customs documentation challenge. Italy is that, plus an access challenge. The Zone a Traffico Limitato, ZTL, are Italy's restricted traffic zones, covering the historic centres of virtually every Italian city and many towns.
They operate on fixed daily schedules enforced by camera systems and local police, and a removal vehicle entering a ZTL without a permit or outside permitted hours faces an immediate fine plus a delayed delivery. In Rome, the ZTL around the historic centre covers a significant portion of the city's most popular residential areas for British expats.
In Florence, the ZTL encompasses almost the entire centro storico. In Venice, there are no roads at all in the historic island: delivery is by boat or barge, with access constraints governed by the Magistrato alle Acque and strict loading windows on the canals.

All removals from the UK to Italy since Brexit require formal customs clearance with the Italian Agenzia delle Dogane e dei Monopoli. The Dichiarazione di Libero Ingresso is Italy's Transfer of Residence declaration for duty-free import of household goods. Italian import VAT (IVA) is 22%, the highest standard rate among all EU countries, and higher than France, Germany, Austria or Denmark.
Transfer of Residence (ToR) relief allows British nationals relocating their primary residence to Italy to import household goods free of Italian customs duty and IVA (22% VAT), subject to the standard EU eligibility conditions: 12 months of residence outside the EU immediately before the move; all goods owned and in personal use for at least six months; importation within 12 months of establishing Italian residence; and a commitment not to sell, pledge or transfer the goods for at least 12 months after import.
The Italian-specific form for this process is the Dichiarazione di Libero Ingresso, Italy's Transfer of Residence declaration, presented to the Italian Customs Office (Ufficio Doganale) on or before the shipment's arrival at the Italian customs point. This is different from the French Déclaration de Déménagement, the German Form 0350, the Austrian ZBefr Form 2/2a and the Danish Customs Form 12024. The Italy-specific declaration must be used.
The Codice Fiscale, Italy's personal tax identification code, is required for the customs clearance process and for virtually every administrative step of relocating to Italy: opening an Italian bank account, signing a rental contract or property deed, registering with the Italian health service (Servizio Sanitario Nazionale), and applying for a residency permit.
The Codice Fiscale can be obtained from an Italian consulate in the UK before departure or from the Agenzia delle Entrate after arrival. RMV's move managers confirm Codice Fiscale status at the pre-move survey stage, as it affects the customs documentation timeline.
The Iscrizione Anagrafica, Italy's municipal residency registration at the local Comune, is the Italian equivalent of the German Anmeldung and the Danish Folkeregistret. It is required as part of the Transfer of Residence customs documentation and must be completed before or shortly after the goods are delivered. Without Iscrizione Anagrafica confirmation, the customs office may hold goods in bonded storage pending proof of Italian residency. The financial exposure on a held shipment is Italian IVA at 22% of declared value: on a household declared at £60,000, that is a £13,200 VAT exposure.

Italy's Zone a Traffico Limitato (ZTL) cover the historic centres of Rome, Florence, Milan, Bologna, Venice, Naples, Turin, Verona and most major Italian cities. Entering a ZTL without a pre-arranged permit during restricted hours results in an automatic fine and a delayed delivery. RMV assesses ZTL access requirements, local permit windows and vehicle access restrictions for every Italian address before departure.
The ZTL is the single most operationally important variable for removals to Italy that no general removal company website addresses in any detail. Here is what it means in practice for the five highest-volume British relocation destinations in Italy.
Rome's ZTL covers the entire historic centre (centro storico), Trastevere, and several peripheral residential areas popular with British professionals and expats. The central ZTL operates between approximately 6:30am and 6pm Monday to Friday, and 6:30am to 2pm on Saturdays. Heavy goods vehicles have additional weight and length restrictions in the centro storico.
RMV's Rome access planning identifies the specific ZTL designation for your delivery address, confirms permit requirements with the Rome municipality (Comune di Roma), and schedules arrival within permitted windows. Rome is the primary destination for British professionals in fashion, media, diplomacy and international organisations (FAO, IFAD and WFP all have headquarters in Rome).
Florence has one of Italy's strictest ZTL regimes. The Florentine ZTL covers almost the entire centre, from the Duomo outward, and is enforced 24 hours a day, seven days a week in some zones, with a secondary restricted zone that applies overnight.
Florence is the most popular single city in Italy for British buyers of historic residential property and antique furniture. A removal vehicle entering Florence's ZTL without a confirmed permit faces immediate camera-based fines of €80–€330 per camera crossed. RMV arranges Florence ZTL delivery permits in advance through the relevant Comune window. For rural Tuscany, farmhouses and villas in the Chianti, Val d'Orcia, Maremma or Lucchesia, ZTL is not typically the primary constraint. Narrow rural roads, steep inclines, access bridges with weight limits and unpaved private tracks are the principal variables, and RMV's pre-move survey process identifies all access restrictions for rural addresses before the vehicle is loaded. Part load or groupage is the most cost-effective format for rural Tuscany moves, since many British buyers are moving furnishings for a secondary property or villa renovation project rather than a complete household.
Venice is in a category of its own among European removals destinations. The historic island of Venice has no roads. Every delivery to a Venice address, whether in Cannaregio, Dorsoduro, San Polo, Santa Croce, Castello or San Marco, requires water transport from the mainland transfer point.
Goods are typically transferred from the road vehicle at the Piazzale Roma (the road terminus on the Venice lagoon edge) or at Tronchetto, the freight island, onto a motoscafo da trasporto (water taxi/cargo boat) or, for larger volumes, a flat-bottomed freight barge. Canal access windows in Venice are strictly controlled: freight movement on the Grand Canal and principal rii (smaller canals) is restricted to specific hours, typically before 8am and after 8pm in most neighbourhoods, and some rii have width restrictions that prevent anything larger than a small cargo punt from entering.
RMV coordinates Venice deliveries with specialist local partners who hold the relevant Magistrato alle Acque access authorisations and canal loading permits. Venice removals require extended planning windows: allow a minimum of four weeks' notice for a Venice delivery booking.
Venice is a niche destination in volume terms but high-value: British buyers purchasing Venetian palazzi, piano nobile apartments and historic canal-side properties represent some of the highest-value removal consignments on any European route. Milan's ZTL covers the Cerchia dei Bastioni (the ring formed by the old city walls), operates on weekdays and weekends at varying hours, and is enforced by ATAC camera systems. Milan also has the Area B (low emission zone) and Area C (congestion charge zone) which impose separate restrictions on older vehicles. Naples, Sicily and Sardinia each add logistical variables beyond ZTL access. For Naples, the relevant factors are the density of the historic centre, limited loading zones and specific restrictions in the Quartieri Spagnoli, Chiaia and Posillipo neighbourhoods. For Sicily, the removal vehicle travels from the UK to southern Italy by road, then crosses the Strait of Messina on the Messina–Villa San Giovanni car ferry (a 20–35 minute crossing) to reach Sicily.
Road freight to Palermo, Catania, Siracusa and Agrigento then continues by road from the ferry terminal. For Sardinia, the crossing is longer and more weather-dependent: the freight is loaded onto a roll-on/roll-off ferry from Genoa (approximately 20 hours), Livorno (approximately 7 hours to Olbia) or Civitavecchia (approximately 8 hours to Cagliari). Sardinia ferry schedules, seasonal capacity constraints and port booking lead times are all factored into RMV's Sardinia delivery planning.
